This page provides a quick overview of our organization's structure and the tasks and responsibilities of its various departments. This helps residents understand who fulfills which role and how everything within the organization works together.

Tasks and powers of the board

  • The board may establish rules regarding how the organization operates, how tasks are allocated, and who has what authority. The board may delegate certain tasks to the director.
  • The board may delegate its powers to the director, if this is in accordance with the rules.
  • The board appoints, suspends and dismisses the director and the controller.
  • The board may perform official legal acts on behalf of the organization, such as signing contracts. These are called private law acts.
  • The board may, on behalf of the organization, go to court, object to decisions, or take other legal action. The board may also take steps to prepare for such actions.
  • The board is responsible for the management and supervision of everything that happens within the organization.
  • The board may authorize one or more members to perform certain tasks or exercise certain powers. This is only permitted if the rules permit it and the task is suitable for delegation. The rules of the General Administrative Law Act apply.
  • The board approves the (draft) budget and the (draft) annual accounts.

The powers of the chairman and the secretary

  • The chairperson chairs board meetings. If the chairperson is absent, the deputy chairperson takes over.
  • The chairperson and secretary sign all official board documents. The board may decide to allow the organization's director to sign certain documents.
  • The chairperson represents the organization, for example, in legal matters or other official appointments. They may appoint someone else to do this on their behalf. If the chairperson is involved in a lawsuit, or if they represent the municipality involved in the case, the board will select another board member to represent the organization.

Duties and powers of the director

  • The director has day-to-day management of the organization
  • The director is responsible for hiring, suspending, disciplining, and dismissing employees under civil law employment contracts. The director may also appoint, suspend, and dismiss civil servants, except for the controller.
  • Secretary of the board.
  • Director as defined in the Works Councils Act. The director is responsible for communication with the works council and employee representation within the organization.
  • Directing organizational development
  • Making the organization visible and clarifying its role in the environment in which it operates, such as within government and other organizations.
  • Entering into partnerships with social partners and networks to achieve goals together.

Tasks and powers of the controller

  • Report to the director and board
  • Ensuring that the organization complies with the law and regulations.

Tasks and powers of the staff office

  • Drafting of HRM policy (including strategic personnel policy and regulations)
  • Supporting the director as a manager for the works council
  • Monitoring developments in the field of collective labor agreements and occupational health and safety
  • Advise and support managers on management issues such as recruitment & selection
  • Ensuring communication with employees about HRM matters, such as job information, policies and other important announcements.
  • Ensure that processes surrounding anniversaries, salary increases and appointments are carried out properly and on time.

Tasks and powers of Public Affairs

  • Answering questions from residents.
  • Recording complaints, reports and reservations.
  • Distribution of materials to residents.
  • Communicating with residents through the website, app, social media, and local newspapers.
  • Ensuring that information about the organization's policies is shared with the media.
  • Coordinating with municipalities on how we communicate about all topics related to waste, raw materials, and circularity.

  • Explain to residents how they can prevent waste and properly separate waste and raw materials.
  • Enforce the rules for the disposal of waste and raw materials.

Tasks and powers Planning

  • Make proposals to improve waste collection, based on information from other departments about routes and collection days.
  • Stay informed about developments in raw materials and equipment.
  • Ensure good cooperation with HVC in daily activities.
  • Maintaining the administration of investments, such as buildings and vehicles, and processing damage reports.
  • Quality, Working Conditions and Environmental Coordination (QHSE)
  • Managing the implementation of the projects
  • Drawing up implementation plans for, among other things, litter, anti-slip measures and weed control.
  • Contact environmental services.
  • Customer contact and contract management for commercial waste
  • Managing the BV's P&C cycle, a process in which plans are made, performance is measured, and adjustments are made where necessary to achieve the organization's objectives.

  • Ensure financial reporting and accountability within the P&C cycle.
  • Management of the raw materials administration.
  • Management of time recording.
  • View data and transform it into useful information that helps in making decisions.

  • Ensure the management of all insurance policies for the organization.

Team Collection

  • Collection of waste and raw materials.
  • Issuing new collection equipment, such as containers.

Public Space Management Team

  • Removal of additional placements in Gorinchem.
  • Removing weeds from hard surfaces, such as roads and paths in Hardinxveld-Giessendam.
  • Emptying of waste bins in Gorinchem and the surrounding areas.
  • Sweeping hard surfaces such as roads and paths.

Recycling Centers and Equipment Team

  • Management of recycling centres.
  • Issuing rented trailers.
  • Daily contact with partners at recycling centers.
  • Maintaining vehicles and tools.
  • Providing repairs.
  • Maintenance of collection equipment in neighborhoods, such as collection containers.
  • Grounds management.
  • Providing everything needed in the office, such as furniture, computers, cleaning and food.
