adopt the following:
RULES, regulating the presentation of waste at the environmental street:
- Boezem 3, Gorinchem
- Transportweg 6 at Groot-Ammers
- Schrank 10 in Hardinxveld-Giessendam;
- Handelstraat 15 in Leerdam.
- Sportlaan 4 in Vianen
Chapter 1 - General
Definitions
For the purposes of these regulations, the following definitions shall apply:

"the director" |
the director of Reinigingsdienst Waardlanden or his deputy. |
| "the departmental implementation manager" |
the person who, under the responsibility of the director, is in charge of directing the team manager. |

"the team manager" |
the person who, under the responsibility of the execution department manager, is in charge of the manager. |
|
"the administrator" |
the person who, under the responsibility of the team manager, is in charge of supervising the environmental street. |
|
"the environmental street worker" |
the person who, under the responsibility of the manager, is in charge of, among other things, providing services at the gate. |
|
"provider" |
The person offering waste at the waste disposal site. |
| "carrier" | the person, not employed by Reinigingsdienst Waardlanden, who transports containers of waste materials to places where these waste materials are processed or transhipped. |
| "waste materials" | any waste, preparation or other product which the holder discards, intends to discard or is required to discard - with a view to its disposal. |
| "Resident of service area Cleaning Service" |
The person registered in the population register of the municipalities of Gorinchem, Hardinxveld-Giessendam, Molenlanden and Vijfheerenlanden and of the former municipality of Lingewaal who pays waste disposal charges. |
| "companies" | all legal persons and self-employed persons without staff, not being "residents of catchment area Cleaning Service". |

"industrial waste" |
office, shop, and service waste according to the definitions as defined in the Environmental Management Act with implementing regulations. |
| "environmental pass" |
the pass provided by Waardlanden to residents paying waste collection fees, which gives these residents access to the recycling points. |
Chapter 2 - Provisions applicable to the environmental street
Section 2.1 - Provisions for the provider
Article 2.1.1 It is only allowed to offer waste materials at the environmental street if the waste materials fall within the applicable permit under the Environmental Management Act. In addition, the requirements set out in these regulations must be met.
Article 2.1.2 The supplier of waste must be able to show proof of identity and an environmental pass at all times when offering waste.
Article 2.1.3 Upon arrival at the waste disposal site, the supplier is obliged to follow these regulations and the instructions provided by the manager or indicated by signs. The instructions are to be followed strictly and immediately. The Road Traffic and Traffic Signals Regulations also apply on the site.
Article 2.1.4 If these regulations or the instructions by or on behalf of the director, the execution department manager, the team manager or the manager are not followed, they are authorised to prohibit the provider from accessing the environmental street.
Article 2.1.5 The board, the director, the division manager for implementation, the team manager or the manager may decide not to accept certain waste materials temporarily, if circumstances at and around the environmental street give cause to do so. A refusal form will be drawn up. The supplier will take note of the refusal and the manager will draw up a report of findings within a week.
When temporarily certain wastes may not or cannot be accepted, this will be indicated on the website www.waardlanden.nl be published.
Article 2.1.6 Waste materials must be offered during the opening hours set by the board, as indicated on the board at the entrance to the waste disposal site. Deviations from the above-mentioned opening hours will be notified in good time, through publication in the local papers and on the website. www.waardlanden.nl, announced.
Article 2.1.7 It is forbidden to place or deposit waste in or around the environmental street in any place or manner other than as provided by or under these regulations.
Article 2.1.8 The transport and dumping of waste should take place in such a way that no pollution of the access roads, the environmental street or its surroundings occurs.
Article 2.1.9 Mode of offering by provider:
The provider reports to the manager/employee of the environmental street.
The provider is obliged to show his environmental pass and provide information about the waste delivered to the manager/ employee of the environmental street.
The manager/employee of the environmental street will state any charges.
If applicable, the provider executes the financial transaction.
The manager/ employee of the environmental street will give instructions to the provider. The provider is obliged to follow these instructions.
Bringing/sorting waste materials without the permission of the manager/employee of the environmental street is prohibited.
Spilled waste must be cleaned up by the provider himself.
After the waste is deposited, the provider must immediately leave the environmental street with his vehicle.
It is forbidden to take any goods, which are located on the environmental street.
Article 2.1.10 Access to the environmental street:
- It is forbidden to be at the waste disposal site outside the times set by the board.
- Persons under 12 years of age will only be admitted to the environmental street in a vehicle. They may not leave this vehicle while offering waste
- Persons other than waste suppliers are not allowed to be in the environmental street without the manager's permission.
- It is forbidden to bring waste with a tractor and/or with a combination longer than 9 metres and/or heavier than 3,500 kg.
Article 2.1.11 It is prohibited for any person to offer the following substances at the environmental street:
- Substances, which present a hazard by self-ignition, explosion, contamination and/or radiation;
- Substances that spread excessive odour or contain vermin;
- Hot ash;
- Vehicles subject to registration, such as end-of-life vehicles, scooters and parts thereof;
- Asbestos other than as described in Article 2.1.13;
- Ground;
- Cadavers;
- Car tyres with rim
- Commercial waste, including commercial white and brown goods.
Article 2.1.12 It is for companies and for non-residents of the Cleaning Service catchment area prohibited from offering waste. An exception is made for circular network partners who bring deferred household waste and have been given an access pass for this purpose.
Article 2.1.13 Asbestos and asbestos-containing substances should be presented in the following manner:
- No more than 35 m2 per quarter;
- Under submission of demolition notice;
- Wrapped in double-sided plastic at least 0.2 mm thick;
- Covered with waterproof tape;
- Features warning "Beware dangerous, contains ASBEST".
Plastic and adhesive tape will be provided by Reinigingsdienst Waardlanden upon request. Asbestos-containing substances may not be packed in or near the facility.
Article 2.1.14 Cadavers will not be accepted and can be presented at the Gorinchem Animal Shelter located at Haarweg 1 in Gorinchem on payment of the applicable fee.
Article 2.1.15 Small hazardous waste should be handed in at the small hazardous waste depot at the environmental street, or the chemo cart that is present periodically at environmental street Leerdam. The person offering the waste must hand it over to the manager. He must also indicate which substances are being offered.
For small hazardous waste whose composition is not known, the waste is taken into custody at the expense of the provider. This is recorded in a report of finding. The waste is then analysed and submitted to a processor if possible. The costs associated with storing, analysing and processing the waste are borne entirely by the provider. If, after analysis, the type of waste is still unknown, the provider must remove his waste from the waste disposal site himself. Storage and analysis is not possible at the chemokar at the Leerdam environmental street.
Article 2.1.16 White and brown goods must be offered in such a condition that they can reasonably be called complete. The white and brown goods need not be in working condition. Retailers may request permission from the director to hand in their customers' white and brown goods at the environmental street free of charge, without prejudice to what is prescribed in Articles 2.1.11 and 2.1.12.
Article 2.1.17 The administrator assesses whether there are prohibited substances and/or a non-legitimate provider. In case of refusal, the refusal form in Annex 1 is prepared by the administrator and given to the provider. The provider takes note of the refusal and the administrator prepares a report of finding within a week.
Section 2.2 - Provisions for the carrier
Article 2.2.1 Outside opening hours, transporters may only be on the premises with the express permission of the team leader and with the knowledge of the manager. When entering and leaving the premises outside opening hours, the entrance gates must be closed at all times.
Article 2.2..2 Carriers are prohibited from sorting waste.
Article 2.2.3 No containers containing waste materials are allowed to leave the premises of the waste management centre if the required documents as prescribed by the government for the transport of waste materials are not completed or are incomplete.
Article 2.2.4 Upon arrival at the waste disposal site, the carrier is obliged to follow these regulations and the instructions provided by the manager or indicated by signs.
Article 2.2.5 If these regulations or the instructions by or on behalf of the director, the execution department manager, the team manager or the manager are not complied with, the director, the execution department manager, the team manager and the manager are authorised to deny the carrier access to the environmental street.
Article 2.2.6 The transport of waste should take place in such a way that no contamination of access roads, the environmental street or its surroundings occurs.
Chapter 3 - Liability
Paragraph 2.3
Article 2.3.1 Reinigingsdienst Waardlanden accepts no liability whatsoever for the consequences of presenting waste substances other than those permitted under the Environmental Management Act permit for the environmental street and these regulations.
Article 2.3.2 Reinigingsdienst Waardlanden accepts no liability for the consequences of entering and driving on the grounds of the waste disposal site.
Article 2.3.3 The provider and the transporter are jointly and severally liable for damage caused by them, their staff, persons appointed by them or equipment used by them, or waste or other substances brought in by them to the staff of the environmental street. or to third-party objects in use.
Article 2.3.4 The offeror and the carrier are jointly and severally liable for the cost of removal and/or destruction of the substances they offer
Article 2.3.5 The provider and the carrier shall be jointly and severally liable for the cost of removal and/or nullification of substances offered by them which, in the opinion of the director, the implementation department manager, the team manager, manager, local or provincial and/or national government, could result in environmental degradation if not removed and/or nullified.
Article 2.3.6 The provider and the carrier shall indemnify Reinigingsdienst Waardlanden against all claims for damages by themselves or third parties, regardless of the cause of the damage.
Chapter 4 - Denial of access
Paragraph 2.4
Article 2.4.1 The director, the execution department manager, the team manager or the manager, is authorised to deny access to the environmental street indefinitely to the provider or carrier who violates the rules set out in these regulations. The provider or carrier shall take note of the refusal and the manager shall prepare a report of finding within one week. The provider will be informed of the refusal by the Waardlanden cleansing service within one week.
Chapter 5 - Entry into force and repeal
Paragraph 2.5
Article 2.5.1 These regulations shall take effect from 1 March 2024 with simultaneous repeal of the Waardlanden waste delivery station regulations as adopted on 12 December 2019.
Chapter 6 - Final provision
Paragraph 2.6
Article 2.6.1 These regulations may be cited as "Waardlanden environmental street regulations".

As a resident, you can have your bulky household waste, white and brown goods collected from your home. Per appointment, you can collect a maximum of 1 cubic metre (1 m3) to be collected. Residents of Gorinchem, Hardinxveld-Giessendam and Molenlanden pay per cubic metre (1 m3) € 40,00. You pay directly with iDeal when you make the appointment. In the Vijfheerenlanden municipality, residents do not have to pay separately to have their bulky waste collected.
Bulky waste, also known as bulky household waste, refers to items in your home such as a broken chair and discarded table. These are items and materials that should not or do not fit in your residual waste container or in the collection containers nearby.
What can you do with bulky waste?
- Is it still working? Then sell it, give it away or take it to the circle.
- Is it broken? Get it repaired at a workshop or repair café, have your old or broken device taken away by the supplier delivering your new device or bring it to the waste disposal site.
- Rather have it collected? Then make a bulky waste appointment with the following form.
Conditions for having bulky household waste collected
We advise you to read the terms and conditions carefully. This will prevent us from taking your waste.
- Make sure your waste is delivered on the agreedn day before 07.30 hour on the public road. Make sure there are no trees, cars and lampposts in the way. The site should be easily accessible to our trucks.
- Do not put bulky household waste on your own property and not at the collection containers (environmental parks).
- Make sure loose materials are bundled by type.
- Maximum length per bundle: 1.5 meter.
- Maximum weight per bundle: 25 kilo.
- Separate metal (scrap metal) and electrical appliances from bulky household waste.
- You can use up to 1 m³ offering.
What are we not collecting?
Please note that batteries, asphalt, construction and demolition waste (such as plasterboard, bricks, rubble, roofing leather), impregnated wood (fences, posts, sleepers), wooden pallets, asbestos, car tyres, small chemical waste (such as oil and paint), glass, sanitary facilities, pruning and garden waste, mirrors, textiles, bags or boxes with contents cannot be collected from your home. These products and materials can be bring to one of our environmental centres.

- You can borrow a trailer for a maximum of 2 hours.
- You need to provide your own licence plate, cover net and adapter 13/7 poles.
- You must reserve a trailer in advance at the environmental centre where you want to collect the trailer.

There are registration terminals at our waste disposal points. You can use these to register your visit using your environmental pass.
Please note that you are required to the environmental pass and a valid identification take away. There are also rules for offering waste at one of the environmental centres.

Waste and resource types
You can offer many different types of waste and raw materials at our environmental centres. View the list of products and materials you can return.
Specific offer conditions
- Asbestos and asbestos-containing waste (max. 35 m²) must be wrapped in double-thick transparent plastic (sealed).
- Cooling and freezing equipment should be empty and clean (free of food residues) and the doors should be unlocked.
- Packaging containing small chemical waste must have a sticker indicating which substance is in the package.
- Soil and sand cannot be offered at the waste recycling points in Gorinchem, Groot-Ammers, Hardinxveld-Giessendam and Leerdam. At Korenet in Groot-Ammers, you can offer soil and sand against payment.
