The Waardlanden Implementation Organization is not a commercial entity, but a partnership between the municipalities of Gorinchem, Hardinxveld-Giessendam, Molenlanden, and Vijfheerenlanden. This joint arrangement handles waste collection for and on behalf of the four municipalities.
Waste collection and processing tasks have been formally transferred to Waardlanden. Waardlanden carries out these tasks based on the established waste regulations and municipal policies of the participating municipalities. The Waardlanden board is made up of an alderman from each of the four municipalities: Alderman Mark de Boer, Alderman Ton van Maanen, Alderman Arco Bikker (chairman), and Alderman Jan Nederveen.

Business operations organization
De Joint Arrangements Act (Wgr) is the primary basis for cooperation between municipalities, provinces, and water boards. The operational management organization is a flexible form of cooperation with a single board. The board is responsible for day-to-day operations, under the supervision of the municipalities. The operational management organization can only be established through so-called municipal executive regulations. This automatically limits cooperation to implementation or operational management, the statutory responsibilities of that executive board.

Good work starts with good employers
At Waardlanden, we believe it's important that our employees can work comfortably and healthily. We highly value a socially responsible HR policy. We offer our employees collective and supplementary health insurance, as well as disability insurance. And thanks to a generational pact, older employees are given the opportunity to reduce their working hours sooner. These are employment benefits that our colleagues highly value.

Waardlanden is a socially responsible cleaning company. We work daily to help residents in the municipalities of Gorinchem, Hardinxveld-Giessendam, Molenlanden, and Vijfheerenlanden keep discarded products and materials available for reuse and recycling as effectively as possible. We do this by offering various options and services for separating waste and raw materials. Our priorities are sustainability and corporate social responsibility.
Towards a new waste and raw materials policy
"Together for a waste-free and clean municipality" is the title of the new waste and raw materials policy plan. The title indicates the central goal that Waardlanden and the municipalities intend to work towards in the coming years. The plan outlines the strategy and measures that should lead to increased and better separation of reusable waste (raw materials) and a reduction in residual waste. It also leads to a cleaner municipality.
To support the chosen strategy and measures, a scenario study was conducted, a catalogue of measures was drawn up, and a vision document for the recycling centers was drawn up.
- Scenario study for future collection systems in Waardlanden municipalities
- Possible measures for new waste and raw materials policy in Waardlanden municipalities
- Vision document, A different view of the recycling centers of Waardlanden
The municipal executive boards of the Waardlanden municipalities adopted the plan and other reports in early April 2021. The boards will submit the plan to the municipal councils.

What do residents think?
Residents were actively involved in the development of the new waste and raw materials policy. Their wishes, motivations, and experiences were assessed in a resident survey in the spring of 2020. This survey yielded valuable suggestions. We supplemented these suggestions with our own suggestions and potential measures, and presented them again in a second resident survey in early 2021.
