From 1 January 2024, the municipalities of Gorinchem, Hardinxveld-Giessendam and Molenlanden will calculate the waste charges in a new way. You will have an influence on the amount of part of the waste disposal charges. A part is fixed and a part is variable. This variable part is called the recycling rate. When will municipalities introduce the recycling tariff?
The municipalities will introduce the recycling tariff from 1 January 2024. The recycling tariff will not apply to residents of Vijfheerenlanden. This municipality will decide on the recycling tariff after an evaluation on the effects of the other measures.
Why are municipalities introducing the recycling fee?
Our residual waste still contains many valuable raw materials. Plastic, food waste, textiles, cardboard, glass, paper, you name it. And that is a shame. Because we can make new products from them. That way, we save raw materials and energy. And that is better for the environment. There is also less residual waste that we have to incinerate. The recycling rate helps.

You pay the recycling fee every time you have your residual waste container emptied or throw a bag in the collection container for residual waste. How does the recycling rate work?
Every household pays waste levy. This currently consists of a fixed amount per year. The municipalities will divide the waste collection fee into a fixed part and an alternating part. This variable part is called the recycling rate. The amount differs per household.
The fixed part is the same for everyone in your municipality. You pay this at the beginning of the year together with the municipal taxes. At the end of a year, the municipality will know what you have to pay for the varying part. So you pay this variable part afterwards. The amount depends on how often you have had your residual waste container emptied or have thrown a bag in the collection container for residual waste. We read this number with a chip on your residual waste container or the times you opened the residual waste container with your environmental pass.
How much is the recycling rate?
Your municipality sets the amount of the waste collection charge, i.e. the fixed rate and the recycling rate. The municipality takes into account people with a lot of medical waste, litter pickers and people with insufficient income. The tariffs for 2024 are currently still formally fixed. This is because the municipal councils determine the exact division between the fixed and alternating part of the waste collection fee. The alternating part is called the recycling rate.
The municipalities of Gorinchem, Hardinxveld-Giessendam and Molenlanden have received a proposal from the Waardlanden board for the 2024 recycling rates. The board has also advised the municipalities to use the same recycling tariff. The municipal councils of the three municipalities must then formally adopt the tariffs.

The recycling fee comes on top of the fixed part of the waste collection fee. The fixed part for 2024 is also yet to be set by the municipal councils. The fixed part is the same for everyone in your municipality.
Less waste is important for the environment as well as for your wallet
If we prevent waste, separate it better and reuse it more, we need to extract fewer new materials from the earth. This will leave less residual waste to be incinerated. Also, the government's incineration tax makes burning residual waste increasingly expensive. So less waste is important both for the environment and for your wallet.
